I think this is probably because libparted still hasn't been built for 
s390, which means D-I is using a libparted that does not have support for 
ext4.

The failure mode is rather ugly though with libparted apparently returning 
something that partman isn't able to handle correctly and the pipe to 
parted-server dying as a result.
