Console-setup uses the keyboard files of X.  Please test whether 
/usr/share/X11/xkb/symbols/kg is correct.

BTW, the maintainer of the keyboard files of X prefers to name them 
after the country/teritory rather than the language.  So in your case 
this would be kg for Kyrgyzstan and not ky for Kyrgyz language.

Thanks, Christian.  Indeed, Kyrgyz requires some changes in the Debconf 
configuration of the package.  I haven't updated the list of non-latin 
keyboards for a few years.  Also I need to add proper defaults for the 
locale ky_KG.
