After switching to X and back, the console setup does not persist: the
font reverts back, and non-ASCII characters such as line-drawing
characters become incorrect.

One easy way to reproduce this:

- Run whiptail --msgbox hello 20 20
- Observe the line-drawing characters surrounding the dialog box.
- Switch to X.
- Switch back to the console.
- Observe the garbage characters that have replaced the line-drawing
  characters.

Actually this doesn't depend on console-setup.  This behaviour is 
documented in /usr/share/doc/console-setup/FAQ.gz together with some 
possible fixes.
