This is not a layout that no French Canadian would choose, but it isn't the most common choice. It could become the default choice. From the log of the bug report which requested addition of the ca-multi keymap, that keymap is highly recommended by the local authorities in Québec. It is also apparently shipped by several manufacturers for new hardware (I've seen a portable Mac with it at Debconf). So, having it by default is, to some extent, betting on the future.
