Bug#490635: pkg-list: Should hardcode some "preferred providers" for pseudo packages

It would be nice if pkg-lists would be less random when choosing between 
for example bootstrap-base and live-installer when satisfying a 
dependency on the base-installer pseudo package. In almost all cases 
bootstrap-base is the correct choice, but live-installer will be 
selected.

This mostly happens during development when building custom images for 
testing and using e.g. pkg-lists/local to include a new version of e.g. 
apt-install (which depends on base-installer) in the initrd.

It should be possible to take such preferences into account while 
processing the 'while (@postponed)' loop.
