Debian has a history of not activating any "phone home" kind of programs 
without an explicit acknowledgement from the user (e.g. popcon).
Does kerneloops request this permission, either on installation or on 
execution?

If not, I feel that installation of this package by default should at least 
be discussed on the debian-devel mailing list.
