Bug#463632: console-setup: init.d scripts reported as obsolete by dpkg

Hmm, I have absolutely no idea what might cause this.  As far as I can 
remember /etc/init.d/console-setup and /etc/init.d/keyboard-setup have 
always been configuration files.
