Bug#468960: network-console type images assume sshd will be installed

On IRC Riku gave the answer: openssh is simply not in testing yet, so this 
is just an "armel is still a toddler and may sometimes fall down while 
learning to walk" issue.

I agree that D-I could warn when required packages cannot be installed, but 
that is ATM simply not a feature supported by apt-install.
It is something that was recently discussed in this very same BR and some 
ideas were offered, so it may well be added at some point.

The solution for now is to see if openssh can be migrated to testing 
manually for armel only as openssh should remain blocked for other arches 
until Beta1 is out.
