OK, let's go for it. I leave the entire discussion quoted for
reference to console-data and xorg packages maintainers.

In short:

- users from Canada need to be able to choose the "Canadian
  multilingual" keymap
- there is no such keymap in console-data
- there is a "xmap=ca, variant=multi" keymap in X
- we need the console-data maintainers to created ca-multi
- we need xserver-xorg postinst script to choose the ca xmap with
  multi variant when the DI keymap is "ca-multi"

Hence manipulating bugs to get such result.
