I read there:
In summary: selecting a network mirror is generally a good idea,
except if you do not have a good Internet connection. If the
current version of a package is available on the CD/DVD, the
installer will always use that. The amount of data that will be
downloaded if you do select a mirror thus depends on a) the tasks
you select in the next step of the installation, b) which packages
are needed for those tasks, and c) which of those packages are
present on the CD/DVD.
To be precise, there is one more criteria for the amount of
downloaded data: if you use an old full cd or dvd image.
Using an old image, leads to a high possibility, that packages
have been updated due to security updates in the meantime (since
the cd was created).
All this packages are old on the cd and may be downloaded from
the internet mirror if security mirror is configured.
