Could you try to modify that script before it runs ?

For this, boot the installer in expert mode, proceed as usual up to
the partitioning step, switch to the 2nd console during the
partitioning step and change the first line of the
/var/lib/dpkg/info/clock-setup.postinst script to add "-x" to it.

Then proceed as usual and, when the clock-setup package "hangs",
please loog at /var/log/syslog from the 2nd console.

(you can also use the "Save Debug Logs" from the D-I menu after the
"hang", save the "debug logs" to a floppy or USB stick from there and
then send it back to this bug report.
