Doesn't "extra" priority move packages to the last CDs when applied to udebs?

Ok. I understand that I might have inadvertedly touched a sensible area. Please
excuse my unawareness about the situation. I'll try to be more careful with
anything that is somehow related to D-I.
(Besides, perhaps it would make sense to look for mechanisms in which this
could be prevented, such as having a centralised list of D-I team approved
udebs that lintian checks, or so)
