This is strange, because I picked the colours from the selected items in
a random menu...

It could probably be tweaked... some dithering may help.

In the end, it would be better to have an xcf or svg or whatever as a
modificable source and generate the png from there.

I agree. You could post the source on art.debian.net.

That can probably be accomodated with better compression, though it
definitely won't become very close to 22k.
