Bug#422869: please don't disable local (non-serial) consoles when installing via serial console

#274649 modified finish-install to have the finished system start a getty on
the serial port used for installation and update /etc/securetty so root can
log into it (thank you!).
At the same time, it disables the gettys on the local console (tty[1-6]).
We often install via serial console with ipmitool(1), but also use the local
console from time to time. It would be nice if finish-install simply kept
these gettys around, or offered an option to do so (perhaps a debconf
question that we could preseed?).
