Although the syntax is similar, the fields the BTS recognizes is totally 
different from the contents of the dpkg status file. Please check this 
for the next time you file a bug report (or use reportbug).

This looks like some kind of script error which should be reproducible.

I have just tried an installation of Etch myself (using the generic image) 
and I cannot reproduce your error. The installation completes 
successfully. This leads me to the conclusion that there is nothing 
really wrong with either the installer or the packages as the base 
installation is basically identical for all installations.

Can you reproduce it?
What mirror are you using; can you also reproduce it if you use a 
different mirror?
Any errors earlier in the syslog that could explain the failure?

Feel free to provide the full syslog so we can check that.
