After having installed Etch I had to learn that there is no /etc/shadow. The last time I have seen this in the woody release AFAIK.

Well, that explains a lot as the 'setup users and passwords' step is the 
one that is responsible for setting up shadow passwords.

Closing your report as this is no bug in the installer.
