It will certainly not be merged before the release of Etch. I think the 
comments in the bug reports are very clear about this.
You already quote the reason yourself:

As the patch has not been merged, both beta3 and RC1 (and the upcoming RC2 
and the official Etch release) _do_ have this bug.
The issue will be listed in the errata.
