Bug#398668: partman-md: should not recreated device dirs at each partman restart

partman-md currently deletes and recreates its entries under 
/var/lib/partman/devices each time partman restarts.

AFAIK, it's the only partman component to do so and this has already 
caused some pain (e.g. #393728, #397872, #398464).

partman-md should be changed to behave like all other partman components 
post-etch. I'm posting this bug as a reminder (a targeted fix will 
hopefully go in for the above mentioned bugs though, but the fix 
should be made generally applicable).
