Bug#397649: install-report: Wrong time and NTP sync missing by default

Hi,
After installing my time is one hour ahead (I'm in GMT +1).
I guess the question that's no longer asked about whether the hardware clock is GMT defaults to GMT instead of local.
Also, no NTP synchronization is available by default.
I really think Debian should install.
Maybe install but disable, although I'd prefer it to be enabled by default.
