The changelog for 2.0.6-3 looks suspect to me; either this shouldn't have
been a shlibs change at all, or it should have been a complete package
rename. I'm cc:ing debian-boot, in case they know about any
incompatibilities between 2.0.6-2 and 2.0.6-3 that affect d-i. If not, it's
probably safe to push the new version in regardless?
