Hopefully cryptsetup maintainers can tell us whether this is a
genuine bugs that needs fixing in cryptsetup or whether this
combination is unsupported and we should not be offering the 448
bits keysize. Reassigning to partman-crypto for the moment, so 
we have a record of the problem.
