Er, this happens on i386 too (I just did an install with the latest
i386 netboot cd).  It's because I'm installing stable rather than
testing or unstable.  I can provide logs if needed, but this isn't
really that important IMHO - it doesn't affect the functionality that
will matter for Etch.
