I know that /usr/bin/report-hw contains:

# Report the detected HW. Note that this needs to run both inside d-i
# and in a regular debian system, as well as behaving robustly if commands
# are missing or broken.

but adding discover, dmidecode and pcmcia-cs | pcmciautils to
Depends/Suggests/Recommends might avoid errors.

Checking for existence of cardctl vs. pccardctl might be useful as
well, as pcmcia-cs is deprecated with kernels version 2.6.13 or
later.
