The option of installing stable using the Etch version of the installer
was implemented after the release of Etch Beta 2.
I don't know where you got the date 20060318, but AFAICT that has to be a
daily build just after Etch Beta 2 was released, but probably before
installing Sarge was made an option again.
Note that you cannot use a netinst or full CD image to install Sarge, it
will only work with businesscard CD, netboot or floppy images.
Please try a current daily build.
