Bug#361963: building chroots or using pbuilder fails due to missing base-config

Package: base-config
Version: 2.73
Severity: important

On Sid, I cannot build Sid chroots (neither manually nor with pbuilder)
anymore. I'm getting (for instance):

wjl@electra2-sid:/home/chroots$ sudo pbuilder create --distribution sid
W: /home/wjl/.pbuilderrc does not exist
Distribution is sid.
Building the build environment
 -> running cdebootstrap
/usr/bin/cdebootstrap

W: resolver (base-config): package doesn't exist

E: Couldn't install system due to errors!
pbuilder: cdebootstrap failed
 -> Aborting with an error
 -> cleaning the build env
    -> removing directory /var/cache/pbuilder/build//1796 and its
subdirectorieswjl@electra2-sid:/home/chroots$

This relates (possibly) to #356709.

thx,
wjl aka Wolfgang Lonien
