I installed Debian Sarge from CDs 1-3 of Debian Sarge RC2 - 17-Dec-2004. It asked me for my desired keymap up front and I selected it (dvorak). It was used throughout the installer, but once the system was installed, I was thrown to a gdm login screen that used QWERTY. When I logged into Gnome and KDE, they too defaulted to QWERTY.

Apologies if this is the incorrect package to report this under.

Both localization-config and X.org packages have obsoleted this bug.
