AIUI this bug is not longer a problem since exim is no longer installed by debootstrap and so when it is installed (by tasksel as part of the installation of standard priority packages), it gets the proper values preseeded and/or asked interactively by debconf and is properly configured from the very beginning. This does mean that any error/note messages that something like hotplug wants to display before tasksel is run and installs exim are sent to /dev/null by debconf, but that is not a serious problem. -- see shy jo
