This should already be fixed with debconf 1.4.66 in unstable, but you'll
have to wait a couple of days for that to trickle down to testing before
the image type you're using will work. Even then, there will still be a
few bugs, notably an unfiled cdebconf crash (which you can avoid by
opting into popularity-contest - no, it's not a conspiracy to make
people join popcon!) and bug #344785 in xserver-xorg.
