If /tmp is mounted with the -noexec option, base-config dies with the
message:

/usr/sbin/base-config: ./prep-menu: /bin/sh: bad interpreter: Permission denied 

This could be checked in /proc/mounts ahead of time, exiting with an
error that "/tmp" needs to be mounted exec should work.

I see from bug 116448 that TMPDIR noexec is not Debian supported.
