Bug#338024: tzsetup: Should use "saner" defaults for several countries

Joey fixed the default for Russia (but I'm puzzled by the choice being
"Moscow+00 - west Russia"...shouldn't this be "Europe/Moscow"?), but I
think at least Brazil would benefit a more appropriate default (it
currently has Noronha, the first choice)

Either Sao Paulo (main city, the TZ also including Rio) or whatever TZ
Brasilia (country capital) is.

Antarctica should use the French base Dumont d'Urville as default of
course...:-)
