You can blacklist the usb modules so they will not be loaded by hotplug and discover. To blacklist the modules, use the installer as a rescue system (see question 28 in [1]) and add the modules you do not want loaded to the blacklist files for _both_ discover and hotplug (in /target/etc/...).
