The building of the manual was just taken out of the build of the 
installer itself. They will be separate source packages from now on.
So the build problem should be fixed on the next upload.

If there was, it was created outside of the repository. I'm only aware of
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=305977, but there was 
never any work done or that or a patch submitted.

I'm not really convinced that however that having a separate manual for 
amd64 really has added value over pointing users to the manual for i386. 
It certainly does not have priority for me personally while the manual as 
a whole is in the messy state it is.
