I'm only aware of http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=305977, but there was never any work done or that or a patch submitted. I'm not really convinced that however that having a separate manual for amd64 really has added value over pointing users to the manual for i386. It certainly does not have priority for me personally while the manual as a whole is in the messy state it is.
