2.6.12 is reasonably stable, and to be honest other than perhaps
merging in 2.6.13.3 and some minor security fixes, there isn't likely
to be much more work there, regardless of what happens to 2.6.13.

Right now we are struggling with finding time to do much, so to
my mind it would be good to get 2.6.13 done and for the kernel-team
to stop worrying about 2.6.12.

On the other hand 2.6.13, with the whole devfs/initrd change, does
seem sufficiently tricky to warrant a short visit to experimental.
So like others, I am in favour of that in the short term.
