Ah, this is an old-style translation with the non-po format of
debconf.

This is an obsolete way to translate debconf templates.

I strongly advise you to NOT work on this kind of templates.

So, just forget about http://www.us.debian.org/intl/l10n/templates/sv

Packages listed there are old crappy packages which haven't taken care
of switching to the "new" (as of 2002!!!) style of l10n, using
po-debconf.

And, yes, gdm sucks with regard to this....
