How do you mean "built to use initramfs?
Kernels kan have an initramfs compiled into the kernel at build time
(which is considered bad - similarly to not using modules) or attached
afterwards.
If the described problem is with compiled-in initramfs then why? When
d-i can attach an initrd then isn't it trivial to attach an initramfs
instead, to avoid it being built-in (so standard released kernels can
be used, perhaps)?
If the problem is with an "attached" initramfs generated with
mkinitramfs-tools then try one made with yaird, to see if it is somehow
a bug in the tool, rather than with the kernel support.
