That file does not contain all missing glyphs. It contain only basic
glyphs without presentaion forms (even if it does not looks so):

$ unicode -s `cat missing`
U+06CC ARABIC LETTER FARSI YEH
UTF-8: db 8c UTF-16BE: 06cc Decimal: ی

Category: Lo (Letter, Other)
Bidi: AL (Right-to-Left Arabic)

U+06CC ARABIC LETTER FARSI YEH
UTF-8: db 8c UTF-16BE: 06cc Decimal: ی

Category: Lo (Letter, Other)
Bidi: AL (Right-to-Left Arabic)

U+06CC ARABIC LETTER FARSI YEH
UTF-8: db 8c UTF-16BE: 06cc Decimal: ی

Category: Lo (Letter, Other)
Bidi: AL (Right-to-Left Arabic)

U+06AF ARABIC LETTER GAF
UTF-8: da af UTF-16BE: 06af Decimal: گ

Category: Lo (Letter, Other)
Bidi: AL (Right-to-Left Arabic)
....

So file 'missing' contains:
U+06CC (YEH)
U+06AF (GAF)
U+06A9 (KEHEH)
U+0686 (TCHEH)
U+0698 (JEH)

Those characters have some forms, lets guess:

SIMPLE ISOLATED FINAL MEDIAL INITIAL
U+06CC U+FBFC U+FBFD U+FBFF U+FBFE
U+06AF U+FB92 U+FB93 U+FB95 U+FB94
U+06A9 U+FB8E U+FB8F U+FB90 U+FB8F
U+0686 U+FB7A U+FB7B U+FB7D U+FB7C
U+0698 U+FB8A U+FB8B - -

Those characters have some forms, lets guess:

SIMPLE ISOLATED FINAL MEDIAL INITIAL
U+06CC U+FBFC U+FBFD U+FBFF U+FBFE
U+06AF U+FB92 U+FB93 U+FB95 U+FB94
U+06A9 U+FB8E U+FB8F U+FB91 U+FB90<------some minor change I did
U+0686 U+FB7A U+FB7B U+FB7D U+FB7C
U+0698 U+FB8A U+FB8B - -
also check for this one

U+0068 U+FB56 U+FB57 U+FB59 U+FB58

Thanks a lot

Is it correct? If it is, we have some more glyphs to add, also there is
newt that do not support that symbol correctly (but it will be easy to
make a patch, I'll do this). AFAIK Christian Perrier have done some work
about font, but he has holidays now.
