Bug#322460: cdebconf: gtk frontend do not show main menu until user pressed Back

GTK frontend do not show main menu during normal installs
(priority=high). It only shows it after user pressed Back (several
times). Even after that if user changes language frontend do not update
main menu until user pressed Back (the same may be true for anna run).
