All config questions are handled by debconf, hence the setting is
debconf related.

Yes, it sure is an improvement over what older versions used.

Well the partioner also supports MD raid and LVM which certainly
complicates things far beyond what a plain partion editor can do. I
agree it can be a bit confusing to deal with. I don't on the other hand
know of a better interface.
