AFAIK, this is deeply in the C code.  See this thread:
http://lists.debian.org/debian-boot/2005/01/msg00962.html  Setting
the default hostname via preseeding or a config file would surely
be a nice thing for CDDs/branding (e.g. Ubuntu).
