unpacking all localizations by default to simplify multi-lang installations

I try to install Debian Sarge onto my machine with multiple languages using
the Debian Sarge RC3 installer. Despite I can choose tasks for different
languages and extensions in the Aptitude program in the installer, I still
CANNOT use all of these languages after the installation without having to
first manually run dpkg-reconfigure locales to unpack required locales of
langauges other than the lang used during installation.
To simplify multi-lang installation, I believe it is a good idea to revert
to the Woody way and just unpack ALL locales by default. This will only use
around 30MB of disk space which should be very trivial in today's system
given the advances of hard disk capacity.
