Actually, there was a reason _for_ installing l-c on powerpc to
provide proper Xkb configuration for chrp powerpc systems which use
normal PS/2 keyboards instead of Mac keyboards (which was the case
before. Even with English chosen, it was necessary to install l-c for
this reason.
Now, as for the reason why l-c is not installed for English in
general, i think it was because initially l-c depended on perl (and
not perl-base), and that was a reason against it being included per
default (perl is quite a big dependency and not everyone needs it).
As for the possible localization of "C/POSIX", well it would do
nothing for those locale anyway, they're not in its list.
Now, I'm not saying we should do anything right now and change the
status quo, it's too late for that, I'm just stating the facts.
Perhaps, with the new localechooser it won't be necessary to have
this distinction (eg, one might say a user might want to choose
locale "C" and a German keyboard in X).
