Bug#302111: localechooser: Should not use obsoleted iso_3166.tab file when building

The iso-3166.tab file is considered obsolete by the iso-codes package
maintainer. Thus, localechooser should find a way to use the
/usr/share/xml/iso-codes/iso_3166.xml file instead in its build process.
This bug report is mostly a reminder for people who will work on
localechooser code cleaning some day.
