So, this is indeed the *netinst* image which indeed does not download
anything from the net when installing a base system....
The netboot image is a very small ISO image (a few MB) which
doawnlaods nearly anything from the net, including some d-i components
(those which are used after the network is setup).
The businesscard image is between the two. It also downloads files
during the first stage, but IIRC it has all d-i componentns.
