Bug#297586: s390x kernel always installed for 64-bit zSeries systems

When you install Sarge on a zSeries (64-bit) system, the s390x (64-bit)
kernel is installed by default. Superficially this seems like the right
behavior. However, then the cpint module doesn't work, and more
generally, we don't have a full 64-bit s390x port. So it's not at all
clear that installing s390 (32-bit) wouldn't be a better idea.
I've gotten complaints from two users, Dennis Wicks and Marci Beach,
that they didn't expect the s390x kernel.
I'm really not sure what the right answer is. Maybe it's as simple as
making the "pick a kernel" question priority critical, so the user at
least sees that there are two options, plus some help text to say "you
might want s390 even if you have a zSeries."
On the other hand, maybe we should just force the choice to s390, since
there is not yet a 64-bit port and we're not really planning on working
on one until after the Sarge release.
Maybe the best compromise is to make the question priority low enough
that the user doesn't normally see it, and force the choice to s390
regardless, and then we can document that if you really really want the
s390x kernel--which you probably don't--turn down priority to get the
question.
