Bug#246220: dhcp failing first time common on sparc hardware

How exactly does this bug show?  When DHCP fails for the first time,
and you try it again, do you get an IP address immediately?  I ask
because I have seen this on mips, but I'd have to check with ifconfig
whether the first attempt actually got an IP address or not.
