Blank lines are stripped, MIME framing is stripped, and you can have
other pseudo-header lines before Package. Beyond that, no. Apart from
anything else, the requirement for a pseudo-header is a remarkably good
defence against spam to submit@bugs.debian.org, of which there is a
great deal.
Use reportbug if you can't remember how it works.
