During an installation on my Sparc U10 using the daily Sparc64 2.6 netboot 
image from 20041219 (priority medium; using _unstable_ mirror), I 
selected network-console and ssh-client as extra d-i components.

After "Download installer components" I expected the next (default 
selected) option in the menu to be "Continue installation remotely using 
SSH", but it was "Detect hardware".

The network-console menu entry was added in the menu, but in the wrong 
place:
Continue installation remotely using SSH
Choose a mirror of the Debian archive
Download installer components
Detect hardware

Has something changed in dependencies or dependency handling?

This is correct, network-console is intent to run between network config
and anna, not after anna (aka "Download installer components").
