It appears that this is a 'feature' and not a bug when building from a
checkout of a SVN of CVS repository.
Apparently stuff from SVN and CVS needs to be excluded from the
buildprocess by setting 'DH_ALWAYS_EXCLUDE=CVS:.svn', and by passing
'-ICVS -I.svn' to dpkg-buildpackage.
It would be nice if the how's and why's for this were explained in, for
example, section 6.1 of the NM guide.
Currently this is only mentioned (without explanation) in section 6.3 for
debuild.
