l-c does set the XkbVariant but only for the locales that support it,
and fi_FI does not support it as I just checked now. I just tried l-c
with fi_FI and fi_FI@euro (the only locales in there) and XkbVariant
does not get configured. Btw, if the locale is not there (say, if the
user chosen us_FI) then l-c would do nothing and the user would be on
his own to enter the values. Which I think is what happened.
I can't reproduce this bug.
Franz, btw, I don't see this bug as reassigned to l-c.
