Depends on your point of view. For us, "Debian Installer" is everything 
that happens _before_ the reboot of the system, and some aspects of the 
base-configuration after the reboot.
We concentrate on that part, but try to help with any other issues (like 
package selection and configuration of X11).

I think you mean "manual package selection". There are some known problems 
with that [1], so I'm not surprised you had problems when trying to 
select an additional individual package at this stage.

It is currently better to finish the installation first and install any 
additional packages afterwards.

I think you could just have well used aptitude here.

I'm not sure what exactly happened after you selected cvs the first time, 
but I don't think it is a bug.
